Specialization choice - the answer to all unbalanced class/specs

I think we should have a specialization choice, chosen from a trainer, which can be refunded to the trainer if you wish to change your spec. So if the class is good right now, give them a small benefit. If the class is bad, give them a big benefit. It would definitely help fix the classes/specs that are useless right now.
